Early this June, it seems that China’s Ministry of Foreign Affairs is in the process of removing the requirement to obtain a PU letter before applying for certain types of visas (including the work visa holder and their family dependents) at the relevant Chinese Embassies or Consultes abroad.
However, for foreigners want to enter into China for busienss trip, Exchange or investigation, they still need to apply for PU letter for a M visa or F visa.
Moreover, foreigners coming to China needs to be fully vaccinated with WHO-approved  vaccination before entering into China, which includes Pfizer-BioNTech COVID-19 vaccine, Moderna (mRNA-1273) Vaccine, J & J COVID-19 vaccine, Oxford/AstraZeneca vaccine, Sinopharm vaccine, Sinovac vaccine, or the Vaccines made in China, etc.
For detailed info, you may visit related websites or check in the Wechat official accounts.
This is the information you may find in the website of: us.china-embassy.gov.cn/eng/
