当地时间19日，第72届联合国大会一般性辩论在纽约联合国总部举行。美国总统特朗普首次亮相联大并发表演讲，继续发扬了他一贯的“大嘴巴”风格，嘴炮四溅，毫无忌讳地怼伊朗、古巴、委内瑞拉和朝鲜四国，一时成为全球热议焦点。

在演讲中，对美国国内方面，特朗普表示自大选以来美国状况相当良好，美国军事很快将达到历史最强，并将一直秉承“美国优先”原则；对国际方面，他对其所谓的“流氓政府”（rogue government）大肆批评，并将之形容为“地球上现存的瘟疫”。他呼吁伊朗停止支持恐怖主义，称委内瑞拉政府是一个腐败的“社会主义专制政权”（corrupt dictationship）。对于朝鲜，他直言要“彻底摧毁”（totally destroy）。

怼伊朗：

特朗普称伊朗是一个“腐败的独裁国家”，一个“害人性命的政权”，认为与伊朗的协议让美国感到羞耻，呼吁伊朗停止支持恐怖主义，为伊朗人服务，尊重领国的主权。

The Iranian government masks a corrupt dictatorship behind the false guise of a democracy. It has turned a wealthy country with a rich history and culture into an economically depleted rogue state whose chief exports are violence, bloodshed and chaos.

We cannot let a murderous regime continue these destabilizing activities while building dangerous missiles. And we cannot abide by an agreement if it provides cover for the eventual construction of a nuclear program.

The Iran deal was one of the worst and most one-sided transactions the United States has ever entered into. Frankly, that deal is an embarrassment to the United States, and I don't think you've heard the last of it, believe me.

And above all, Iran's government must stop supporting terrorists, begin serving its own people and respect the sovereign rights of its neighbors.

怼古巴：

对于自己的邻国，特朗普称之为“腐败和动荡的政府”，要支持古巴人民生活在自由之中的梦想。

Nations of the world must take a greater role in promoting secure and prosperous societies in their own regions.

That is why, in the Western Hemisphere, the United States has stood against the corrupt, destabilizing regime in Cuba and embraced the enduring dream of the Cuban people to live in freedom.

怼叙利亚：

对同为中东的一个异已政权，特朗普称巴萨尔政府是一个“罪恶深重政权”（criminal regime），并为美国用导弹袭击叙利亚政府的空军基地的行为洗地。

The actions of the criminal regime of Bashar al-Assad, including the use of chemical weapons against his own citizens, even innocent children, shocked the conscience of every decent person. No society can be safe if banned chemical weapons are allowed to spread. That is why the United States carried out a missile strike on the air base that launched the attack.

怼委瑞内拉：

对于这个长期仇视美国的南美洲社会主义国家，特朗普的措辞非常严厉，认为马杜罗政府是一个“腐败政权”（corrupt regime），将曾经繁荣昌盛的国家带向完全崩溃的边缘。

We have also imposed tough, calibrated sanctions on the socialist Maduro regime in Venezuela, which has brought a once-thriving nation to the brink of total collapse.

This corrupt regime destroyed a prosperous nation by imposing a failed ideology that has produced poverty and misery everywhere it has been tried. 

The Venezuelan people are starving and their country is collapsing. Their democratic institutions are being destroyed. This situation is completely unacceptable, and we cannot stand by and watch. 

I ask every country represented here today to be prepared to do more to address this very real crisis. We call for the full restoration of democracy and political freedoms in Venezuela.

怼朝鲜：

对于朝鲜，特朗普则是完全开撕，丝毫不顾忌在全世界国家领导人物面前，称朝鲜是一个“堕落的政权”（depraved regime），甚至说出了“实在没有办法的话，就要彻底摧毁朝鲜”的言论。他还称朝鲜领导人金正恩为“rocket man”，是在自寻死路，对他个人以及对整个朝鲜政权来说都是如此。

No one has shown more contempt for other nations and for the well-being of their own people than the depraved regime in North Korea. It is responsible for the starvation deaths of millions of North Koreans, and for the imprisonment, torture, killing and oppression of countless more.

If this is not twisted enough, now North Korea's reckless pursuit of nuclear weapons and ballistic missiles threatens the entire world with unthinkable loss of human life. 

The United States has great strength and patience, but if it is forced to defend itself or its allies, we will have no choice but to totally destroy North Korea. Rocket Man is on a suicide mission for himself and for his regime.

The United States is ready, willing and able. But hopefully, this will not be necessary.

怼社会主义和共产主义：

当然，作为一个号称“最为民主自由”国家的领导人，特朗普从意识形态上是仇视社会主义和共产主义的。

他认为委瑞内拉现在的状态不在于对社会主义执行不力，而在于忠实地奉行社会主义。

The problem in Venezuela is not that socialism has been poorly implemented, but that socialism has been faithfully implemented.

他认为，所有走社会主义或是共产主义道路的国家，都是疼苦、悲伤和失败的源。

From the Soviet Union to Cuba to Venezuela, wherever true socialism or communism has been adopted, it has delivered anguish and devastation and failure. Those who preach the tenets of these discredited ideologies only contribute to the continued suffering of the people who live under these cruel systems.

各界反应：“盟友沉默，敌人反击”

对于特朗普在联合国大会上的“嘴炮”，各国领导人的反应不一，可谓是“盟友沉默，敌人反击，吃瓜群众看好戏”。

日本：

作为美国的盟友，以往都会急于向美国站队表态的日本首相保持了沉默，其发言人也直接说“无可奉告”。

The silence from Japanese Prime Minister Shinzo Abe was particularly telling, because he has been eager to agree with Trump’s every utterance on dealing with North Korea. A spokesman for Abe, Motosada Matano, declined to comment on Trump’s speech.

韩国：

韩国总统文在寅的发言人则绕过了特朗普“彻底摧毁朝鲜”的疯狂言论，强调这番话只是表明美国对朝核问题的重视程度：

South Korean President Moon Jae-in’s spokesman pointedly avoided reacting to Trump’s “total destruction” line, saying the speech underscored the urgency of dealing with North Korea and that Seoul believed Trump remained committed to peace.

在一份声明中，韩国总统文在寅发言人朴洙贤（Park Soo-hyun）没有对特朗普“彻底摧毁朝鲜”的言论作出反应，只是表示美国总统的演讲突显了与朝鲜合作的紧迫性，同时表示韩国相信特朗普会坚持和平承诺：

We believe he expressed a firm and specific stance regarding the important issue of maintaining peace and security now facing the international community and the United Nations

委瑞内拉外长Jorge Arreaza认为特朗普的话是“威胁”言论，并说道：

Trump is not the president of the world... he can not even manage his own government

特朗普不是全球总统……他甚至管理不好自己的政府。

媒体批评声四起

《卫报》的报道称，特朗普的这番演讲与历史上任何一位美国总统在联合国大会这样的场合上所体现出来的风格，而更像是一些富有有“战斗精神”的国家领导人：

There are precedents for such fulminations, but not from US leaders. In tone, the speech was more reminiscent of Nikita Khrushchev, Fidel Castro or Hugo Chávez.

《中国日报》发表题为《特朗普先生，美国是地球的，不是地球是美国的》的社论：

美国总统特朗普在联合国大会首次发表演讲，称在共同的威胁面前，各国都不应当袖手旁观。这句话没错，但美国霸权面临的挑战并不是各国面临的共同威胁。各国面临的共同威胁主要有气候变化、核扩散以及恐怖主义。而对抗这些威胁也不能靠各自为战，更不能把美国一己私利置于各国共同利益之上。特朗普上任后，美国已声明退出巴黎气候协定，更多次威胁退出伊朗核协议，美国的一些积极外交政策有被推翻之虞。特朗普应该好好反思如何更建设性地和其他国家合作，而不是凭颐指气使增加世界的不确定性。 

Trump was right that nations cannot remain bystanders given the common threats and challenges the world faces today, but cooperation cannot be shared self-interest, since for his administration that means a shared commitment to what is in the short-term interests of the US, rather than what is in the best long-term interests of all countries.

The pressing challenges the world faces today are not as the US misperceives threats to its hegemony, but rather poverty, epidemics, nuclear proliferation, terrorism and climate change.

What is needed is improved global governance, and the UN should be strengthened so that it can better fulfill its intended role in leading global efforts to address regional and international crises. Finger-pointing such as that indulged in by Trump will not help either of these processes and will only allow crises to ferment dangerously for an even longer time.

或许，特朗普并没有将联合国大会当作是一个国际性场合，而是要给会场外的支持者们听的。他要支持者们了解他在国际场合上仍然会保持自己的一贯风格，为美国利益服务，为美国人民服务！

可是，这对世界人民来说，这样的一个美国是不是正在沦为一个正常的“大国”，而不再是受人尊敬的全球领导者！
