随着COVID-19在全球范围内的迅速蔓延，截至3月29日，美国的确诊人数已经超过12万，导致了超过2000人死亡。

当地时间3月27日，纽约州州长科莫（Andrew Cuommo）在贾维茨会展中心（Javits Center）宣布，纽约市曼哈顿第一个针对新冠肺炎疫情改造的临时医院（temporary hospital， 也被人称为“纽约的方舱医院”）完工。美国国民警卫队（the National Guard）在一周之内，把贾维茨会展中心改造为可容纳1000个床位的临时医院。这个会展中心曾经每年举办北美最大游艇展和汽车展。如今，它作为临时医院将从3月30日起接收新冠肺炎病人。

我们正在面对的是一种前所未有的猛兽，这是一种看不见的猛兽，这是一种阴险的猛兽。这不会是一场速战速决的战争，这不是那种“我们出去几天，努力工作，然后就可以回家”的战役。

这可能会持续相当长的一段时间。这将是一段漫长的时期，一段艰难的岁月；这段时间可能会让我们厌恶，也会给我们带来悲伤。

你们肩上背负着的是救援任务，这个任务是去拯救生命。你们是在“救命”。救援任务的目的是挽救生命，但无论我们怎么努力，我们没法拯救所有人。

更残酷的是，敌人并没有攻击我们中那些强壮的人，它攻击了我们中那些最弱小的人，它攻击了那些最容易受到伤害的人。这让情况变得更糟。

我们的本能告诉我们，我们要去保护弱小的人。他们可能是我们的父母，我们的祖父母；他们可能是我们的叔叔阿姨；他们可能是我们生病的亲戚。我们的本能一直在告诉我们，“去吧，去保护他们，因为他们需要你。”但病毒却恰恰就在伤害这些我们想要保护的人。

每次我和国民警卫队对话的时候，我都会说一样的话：“我向你们保证，我不会要求你们去做任何我自己不会去做的事情；我也永远不会要求你们去任何我自己不会去的地方。”现在，我也是这么说。我们会做到的，我们会一起做到。

我想说的第二点是，你们正处于历史的转折点。这将会是一个被写进历史，被后代传颂的时刻。这一刻，将会改写我们的国家；这一刻，将会铸就我们的民族品格；这一刻，也会改变我们的人民。这一刻可能会让我们更强大，也可能会让我们更弱小。但这一刻将会改写我们的民族性格。

十年后的现在，或许你会和你的孩子、你的孙辈讲起今天。你或许会留下眼泪，因为你会想起那些逝去的生命，你会想起那一张张面孔，想起他们的名字。你会想起尽管我们已经非常努力的想要留住他们，但我们仍然失去了我们的至爱。

你会流泪的，而且你也应该落泪，因为想起这一刻，你会觉得感伤。但你也会觉得自豪，你会为自己所做的努力感到自豪，你会为自己的挺身而出感到自豪。你为了维护其他人的安全，挺身而出。你有勇气挺身而出，你也有专业能力和专业精神来最这一切做出改变、拯救生命。

This is a different beast that we’re dealing with; this is an invisible beast; this is an insidious beast. This is not going to be a short deployment; this is not going to be that you go out there for a few days, we work hard and we go home.

This is going to be weeks and weeks and weeks. This is going to be a long day， and it’s going to be a hard day， and it’s going to be an ugly day， and it’s going to be a sad day.

This is a rescue mission that you’re on. The mission is  to save lives. That’s what you’re doing. Rescue mission is to save lives and as hard as we work ,we’re not going to save everyone.

And what’s even more cruel is this enemy doesn’t attack the strongest of us. It attacks the weakest of us. It attacks our most vulnerable which makes it even worse in many ways, because these are the people that every instinct tells us we’re supposed to protect. These are our parents and our grandparents. These are our aunts, our uncles. These are our relative who are sick. And every instinct says protect them, help them, because they need us. And those are the exact people that this enemy attacks.

Every time I’ve called out the National Guard I’ve said the same thing to you. I promise you I will not ask you to do anything that I will not do myself. And I’ll never ask you to go anywhere that I won’t go myself. And the same is true here. We’re going to do this and we’re going to do this TOGETHER.

My second point is you are living a moment in history. This is going to be one of those moments they’re going to write about and they’re going to talk about for generations. This is a moment that is going to change this nation. This is a moment that forges character, forges people, changes people, makes them stronger, makes them weaker. But this is a moment that will change character. 

And ten years from now, you will be talking to about today for your children or your grandchildren. And you will shed a tear because you will remember the lives lost, and you’ll remember the faces, and you will remember the names, and you will remember how hard we worked and we still lost loved ones. 

And you will shad a tear, and you should because it will be sad. But you will be also be proud, you’ll be proud of what you did; you’ll be proud that you showed up. You showed up when other people played it safe. You had the courage to show up and you had the skill and the professionalism to make a difference and save lives.

That’s what you will have done. And at the end of the day, nobody can ask you anything more from you. That is your duty to do what you can when you can. And you will show your skill and courage and talent. You’ll be there with your mind, you’ll be there with your heart. And you’ll serve with honor and that will give you pride and you should be proud.

I know that I am proud of you. And every time the National Guard has been called out, they have made every New Yorker proud. And I am proud to be with you yet again. And I’m proud to fight this fight with you. And I bring you thanks from all New Yorker who are just do appreciative of the sacrifice that you are making, the skill that you are bringing, the talent that you are bringing. And you give many New Yorkers confidence.

So I say my friends that we go out there today and we kick coronavirus ass that’s what I said. And we’re going to save lives and New York is going to thank you. God bless each and every one of you.

除了建立“临时医院”（temporary hospital），纽约还向全美请求支援。纽约州长呼吁退休的医护人员，“回来并加入对抗新冠病毒中。”

就像当时中国各个城市的医生驰援武汉一样，全美医护工作者冒着向风险中的纽约聚拢支援。

当地时间3月28日，包括退休医疗人员在内的医疗志愿者增加1万人，共计62447人，其中包括10099人为心理健康志愿者。

市应急管理办公室(Office of Emergency management)负责专员赫尔曼·谢弗(Herman Schaffer)说：“我们已经与退休医生和护士取得了联系，并将继续推动这一活动。当我们电话打过去时，听到最多的回复就是：I will come.

JetBlue(捷蓝航空公司)开始免费承运各地医疗志愿者前往纽约严重的疫情区支援。

不止是医护人员，医学专业的学生也将提前“上前线”。哥伦比亚大学、纽约大学等高校的医学院学生提前三个月毕业，作为实习医生前往一线抗疫。

当地时间3月26日，美国国家旅游局发文，鼓励各国医生——尤其是从事治疗COVID-19的医生——赴美抗疫，并将为赴美工作的医生签发H类或J类签证。
