SECOND IN THE PROVINCE

The recent release of 2022 “Research and Analysis Report on Large-scale Private Enterprises in Zhejiang Province” showed a total of 1,387 private enterprises, with Keqiao’s 71 ranking second only to Xiaoshan District (74) - and handily achieving the district’s goal of “leading city-wide, competing province-wide.” 

近日，《2022浙江省上规模民营企业调研分析报告》发布。《报告》显示，2022年全省共有1387家民企入围全国上规模民营企业调研样本，其中我区以71家上规模民营企业的数量，跻身全省各县（市、区）第二，仅次于杭州市萧山区（74家），实现了“领跑全市、竞跑全省”目标。

The “report” essentially the result of a special survey conducted by the Provincial Federation of Industry and Commerce on top shortlisted enterprise in 2022, it is also the first-such provincial report to include top private enterprises. With a threshold for inclusion at a total collective revenue of 500 million yuan or more in the previous year, such large-scale enterprises are the roots that form, nourish, and grow the local economy throughout Keqiao and Zhejiang, their “vines” spreading throughout the province, the nation, and the world - a patchwork of strong, ever-growing networks continuously improving their international market competitiveness, overall scale, and strength.

据了解，《报告》是省工商联对2022年入围的上规模民营企业进行专项调研的成果，也是全省首次发布上规模民企的报告。此次入围企业门槛，为上一年度营收（含主营业务和其他业务收入、境内和境外收入）5亿元人民币（含）以上的民营企业。上规模民营企业作为我省“地瓜经济”的重要基础和核心力量，其“块茎”深深扎根浙江，发展“藤蔓”遍布省外和全球，通过不断提升国际市场竞争力，近年来整体规模和实力稳步提升。

Industrial economy is the ballast of high-quality development. As a strong traditional industry zone, Keqiao’s enterprises - most notably private ones - play a pivotal role in the level and quality of development throughout the region, with their continuous growth and development in recent years facilitating a continuous consolidation throughout the area’s industrial foundation and its resulting, steadily-growing economy. As always, the proof is in the pudding - with the Keqiao Statistics Bureau showing 2022’s added value of 5.336 billion yuan for industries above designated size (i.e. large-scale), at a year-on-year increase of 6.2%, showing and growing the district’s industrial layout and structural adjustment and advancement.

工业经济是高质量发展的“压舱石”。纵观我区经济发展现状，作为传统工业强区，企业特别是民营企业在区域高质量发展中扮演着举足轻重的角色。近年来，得益于企业持续壮大发展，我区产业基础不断夯实，工业经济稳健运行。数据是最有力的证明，记者从区统计局获悉，2022年，我区实现规上工业增加值53.36亿元，同比增长6.2%，产业布局和结构调整稳步推进。

From a county-wide perspective, 2022 saw Keqiao add 25 large-scale private enterprises, ranking first in Zhejiang in the number of new enterprises in Binjiang District of Hangzhou (25). This spot at the top came about through local government’s efforts to unite the main body of enterprises in the area, cultivate and demonstrate in a steadily-growing manner, and improve policy service systems throughout every stage of enterprise startup and development - seeing “baby eagles turn to eagles, eagles to phoenixes” in ensuring high-quality enterprises grew at strong and steady rates, leading small and medium-sized enterprises on the path of specialization and innovation. In 2022, three local enterprises of note - Baoye Construction Group, Jinggong Holding Group, and Baoye Housing Industrialization - were listed in the top 500 private enterprises in China, with three more - Tiansheng Holding Group, Yongli Industrial Group, and Libo Holding Group - taking their spots among the top 500 private manufacturing enterprises in the country. New national specialized “small giants” emerged as well, with 172 “small upgrading” enterprises seeing their projects to fruition.

与此同时，从县域分布增量来看，2022年柯桥区新增上规模民营企业25家，新增数量和杭州市滨江区（25家）并列全省第一。这得益于我区聚力企业主体，梯度培育示范，健全覆盖企业初创、成长、发展等不同阶段的政策服务体系，一体推进“雏鹰”“雄鹰”“凤凰”和“放水养鱼”培育行动，推动优质企业“长高长壮”，引领中小企业走“专精特新”之路。在优异的成绩单上：2022年，我区宝业建设集团、精工控股集团、宝业住宅产业化3家企业入围中国民营企业500强，天圣控股集团、永利实业集团、力博控股集团3家企业入围中国民营企业制造业500强；新增国家级专精特新“小巨人”企业12家，完成“小升规”172家。

As with any endeavor, however, it’s about quality - not quantity. Last year, 48% of local industrial enterprises above designated size completed their intelligent transformation goals, 310 enterprises previously rated with low-scattered pollution were renovated and improved, and a 4.1% reduction in energy consumption per unit of GDP resulted in an average tax per mu (.165 acre) of 16.1%, indicating significantly greater green production, quality improvement, and increases in efficiency, while added value from high-tech and strategic emerging industries increased by 14.9% and 7.5%, respectively - all converging to form a butterfly effect of sweeping, positive change and flickers of new brilliance while capitalizing on and growing ever-increasing momentum in high-quality development regionwide.

“领跑竞跑”的背后，既要有“数量”更要看“质量”。去年，我区48%的规上工业企业完成智能化改造，整治“低散乱污”企业310家，工业企业在单位GDP能耗下降4.1%的基础上，亩均税收还提升16.1%，足见绿色生产、提质增效显著；此外，高新技术产业、战略性新兴产业增加值分别增长14.9%、7.5%……凡此种种，在为我区高质量发展积蓄强劲动能的同时，必将产生新的蝶变、创造新的辉煌。
