Since 20th of Sep, 2019, the following measures will be implemented nationwide:
1. Simplify the procedures of applying for a temporary driver’s license. A temporary driver’s license of a small car or motorcycle could be granted upon submission of a passport, overseas driver's license and a Chinese translation of the two documents. Proof of physical condition will not be required, so no need for a physical examination.
2. Extend the term of a temporary driver’s license. If the applicant will stay in China for more than 3 months, the term of validity of a temporary driver’s license can be extended from 3 months to one year.
3. Simplify the procedures for processing of motor vehicle temporary entry licenses. For non-operational small or mini passenger cars (less than 7 seats) and motorcycles registered abroad, safety and technical inspection will be exempted for applying for motor vehicle temporary entry license.
4. Decentralize granting of motor vehicle temporary entry licenses and temporary driver’s licenses to the county level. Set up Traffic Control Service Stations where more inbound vehicles are found, such as airports, ports, auto shows and free trade pilot zones, etc. Provide one-stop services including insurance, vehicle inspection, voucher examination, training and education and license issuing.
5. Pilot electronic motor vehicle temporary entry license. One year term electronic motor vehicle temporary entry licenses will be issued to motor vehicles from Hong Kong and Macao driving through the Hong Kong-Zhuhai-Macao Bridge, motor vehicles from Macao entering into Hengqin, motor vehicles from Taiwan entering into Pingtan.
6. The age restriction for Hong Kong, Macao and Taiwan residents on switching driver’s licenses for large and medium-sized vans will be relaxed from 50 years old to 60 years old.
On August 1st, 2019, Haikou took the lead in launching three convenient measures , which are: setting up the Traffic Control Service Station in Meilan Airport, simplifying the procedures of applying for temporary driver’s licenses and extending the term of a temporary driver’s license. By providing a passport, overseas motor vehicle driver license and translated documents, together with two one-inch color photos, a temporary driver’s license will be issued on the spot, as long as all documents are ready.
