Chinese leaders led by Xi Jinping on Thursday morning attended a commemoration in Beijing for the 75th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War.

9月3日上午，习近平等党和国家领导人出席在北京举行的中国人民抗日战争暨世界反法西斯战争胜利75周年纪念活动。

The other leaders included Li Keqiang, Li Zhanshu, Wang Yang, Wang Huning, Zhao Leji, Han Zheng and Wang Qishan.

The event was held at the Museum of the War of Chinese People's Resistance Against Japanese Aggression near Lugou Bridge, also known as Marco Polo Bridge, in the western suburb of Beijing.

The commemoration started at 10 a.m. All participants sang the national anthem and then paid a silent tribute to those who sacrificed their lives in the war.

纪念活动于上午10点开始。全场齐声高唱中华人民共和国国歌，随后向在中国人民抗日战争中英勇牺牲的烈士默哀。

After the mourning, 14 honor guards laid seven flower baskets, with characters "Eternal Glory to Martyrs Who Died in Chinese People's War of Resistance Against Japanese Aggression" on their red ribbons, in the entrance hall of the museum.

默哀毕，14名礼兵将7个花篮摆放在中国人民抗日战争纪念馆序厅，花篮的红色缎带上写着“在中国人民抗日战争中英勇牺牲的烈士们永垂不朽”。

A restaurant collapsed on Saturday in the city of Linfen, north China's Shanxi Province, killing 29 people and injuring another 28 people, seven of them seriously.

The two-story building collapsed at around 9:40 a.m. People were attending a birthday party banquet for an 80-year-old when the collapse happened. Most of them were fellow villagers and relatives of the birthday person.

People are allowed to fight back as justifiable self-defense when they find their personal freedoms violated or their residence illegally invaded, a guideline said on Thursday.

9月3日发布的一项指导意见明确，对于非法限制他人人身自由、非法侵入他人住宅等不法侵害，可以实行防卫。

The guideline, which was jointly issued by the Supreme People's Court, the Supreme People's Procuratorate and the Ministry of Public Security, aims to protect rights of good Samaritans and uphold justice by specifying the situations in which people's behaviors should be identified as justifiable self-defense.

该指导意见由最高人民法院、最高人民检察院和公安部联合发布，旨在准确理解和适用正当防卫的法律规定，依法维护公民的正当防卫权利，鼓励见义勇为。 

"Previously, some judicial authorities blurred the line between right and wrong, supporting the side only because it suffered injuries or deaths. But in fact, it was the side initiating attacks or it first harm others' legitimate rights," said Jiang Qibo, director of the SPC's research office.

最高人民法院研究室主任姜启波表示，先前一些司法机关模糊了是非界限，只因为一方受伤或死亡就给予支持。但事实上，受伤或死亡的一方正是主动发起攻击的一方，或者首先损害了他人的合法权益。

Meanwhile, the justifiable self-defense was rarely identified in practice, as the judicial departments were too cautious in the application and the criteria were too strict, according to him.

同时，姜启波指出，正当防卫在实践中很难认定，因为司法部门在适用上过于谨慎，标准也过于严格。

He added the new legal document will contribute to preventing such problems and it also signals to the public that judicial authorities were determined to stand with justice.

他补充道，新的法律文件将有助于防止此类问题，也向公众表明，司法当局维护正义的决心。

China will start direct international flights from low-risk countries to Beijing starting on Thursday as a result of sound preparations to curb the potential risk of imported COVID-19 cases, a senior municipal official said on Wednesday.

北京市一位高级官员2日表示，考虑到输入性新冠病例防控效果持续向好，中国将从9月3日起恢复从病例较少国家至北京的国际直航。

Beijing will resume direct flights to the capital from eight countries－Thailand, Cambodia, Greece, Denmark, Pakistan, Sweden, Austria and Canada, Xu Hejian, spokesman for the Beijing municipal government, said at a news conference on Wednesday.

2日，北京市政府新闻发言人徐和建在新闻发布会上介绍，将先期恢复泰国、柬埔寨、希腊、丹麦、巴基斯坦、瑞典、奥地利、加拿大等8个输入病例较少国家至北京航班。

The total number of passengers arriving on those direct flights will be capped at around 500 per day at the beginning and gradually raised to 1,000 after a test run, he said. The total number of arriving flights should be no more than five daily.

试运行阶段每日直航航班人数统筹掌握在500人左右，试运行后视情逐步恢复至每日不超过5个航班，人员规模掌握在1000人左右。

A detailed plan for Beijing's core area for the 2018-2035 period was unveiled on August 30. The goal of the plan is to build a core area with sound administrative environment, cultural appeal and ideal living conditions.

8月30日，首都功能核心区2018年—2035年详细规划发布，目标是建设政务环境优良、文化魅力彰显和人居环境一流的首都功能核心区。 

"The core area is where Beijing's functions as the nation's political, cultural and international exchange center are mostly located, as well as a key area for preservation of historical sites," the Communist Party of China Central Committee and the State Council said in the statement. 

中共中央、国务院在批复中指出，核心区是全国政治中心、文化中心和国际交往中心的核心承载区，是历史文化名城保护的重点地区。

In the statement, the top leadership instructed the city's authorities to promote the organic integration of government and urban functions, while highlighting the area's role in serving Beijing's function as the national political center. 

批复要求，要推动政务功能与城市功能有机融合，突出政治中心的服务保障。

The functional reorganization of the core area should be steadily advanced to create more space to support central government activities, according to the statement. 

批复强调，要稳步推进核心区功能重组，以更大范围空间布局支撑中央政务活动。
