2015年政府工作报告提出，大道至简，有权不可任性。各级政府都要建立简政放权、转变职能的有力推进机制，给企业松绑，为创业提供便利，营造公平竞争环境。所有行政审批事项都要简化程序，明确时限，用政府权力的“减法”，换取市场活力的“乘法”。In his report to the annual meeting of the national congress in 2015, Premier Li said, ”It goes without saying that powers should not be held without good reason. 在2016年4月19日举行的网络安全和信息化工作座谈会上，习近平指出，各级党政机关和领导干部要学会通过网络走群众路线，经常上网看看，了解群众所思所愿，收集好想法好建议，积极回应网民关切、解疑释惑。

简政放权

今年要继续推进简政放权，而且要加快推进“权力清单”公布，界定权力的边界，防止滥用权力。
This year, we will continue to streamline administration and delegate government power. We are going to release to the public a list of powers as quickly as possible and set down a clear boundary for the exercise of power to prevent power abuse.
为官不为
government officials are neglectful of their duties
有的为官不为，在其位不谋其政，该办的事不办。
Some government officials are neglectful of their duties, holding onto their jobs while failing to fulfill their responsibilities.
双随机、一公开
an oversight model of random inspection and public release across the board
在监管过程中随机抽取检查对象，随机选派执法检查人员，抽查情况及查处结果及时向社会公开。这是深化“简政放权、放管结合、优化服务”改革的重要举措，是完善事中事后监管的关键环节，对于提升监管的公平性、规范性和有效性，减轻企业负担和减少权力寻租，都具有重要意义。

对领导干部而言，所谓“亲”，就是要坦荡真诚同民营企业接触交往，特别是在民营企业遇到困难和问题情况下更要积极作为、靠前服务.
Government officials to engage in direct dialogue with private companies and offer services when they are in need of help.
所谓“清”，就是同民营企业家的关系要清白、纯洁，不能有贪心私心，不能以权谋私，不能搞权钱交易。
Government officials should maintain integrity in their relations with private companies and not abuse their power for money.
构建新型政商关系，促进各类企业各展其长、共同发展
stable and establish new government-business relations to help all types of enterprises develop side by side based on their own respective strengths.
